if you know how to build wheels, you must know how to get the spoke lengths needed. if not, let the shop worry about that.
leonard.io/edd is a good place to start - you might get lucky and find the hubs/rims in the database. if not, use a calculator that has a guide on what to measure.
why not go with nitto for the full finishing kit and a sugino 75 direct drive chainset for max hhsb points? :)

Nice looking frame. If it's a budget build I'd say Phil Wood hubs are a bit of an extravagance though, especially if it means compromising on your crankset.
Personally I think it'd look good with black parts, otherwise you'll be silver'd off your tits. H+Son TB14's or Open Pro's on some reasonably priced hubs.

There is also Kinlin ADHN if budget won't stretch to TB14s. They aren't much more than the Chrinas but are a much shinier. I'd get ACI double butted spokes from cyclebasket. Use an online calculator to get the length and double check in the wheelbuilding thread.
You look like you have a lot of steerer showing in that picture btw.

I do really like the TB14s. Awesome rims. But the Chrinas will cost me about 20€ per rim, the TB14s cost about 60€ per rim in GER and the Open Pros about 50€ per rim.

You've been right guys. I think the PW hubs are just to much for this build ;) I'll sell them and will buy the Kinlin ADHNs (thanks @root). Any ideas for new hubs?

Cockpit: Nitto Jaguar 90mm + Nitto Dropbars
Seatpost: No Idea. Do also need a seatpostpin/screw (how's that thing called? haha)
Saddle: San Marco Concor Supercorsa
Wheels: Phil Wood HF Hub(s) (singlefixed) + Rigida Chrina (silver polished): what spokes do I need? What lenght? :(
Cranks: No Idea.
Pedals: MKS Track + MKS Toe Clips
