I can only see the tribunal fee being £3m - £5m. Having a bid accepted will allow a team to talk to him before his contract expires but ultimately his contract will run out and it will be up to Ings where he goes, even if Spurs bid twice as much.
Common consensus is he favours Liverpool, could be renting Gerrard's old place it seems.
