Is this bike worth the money?

So i am thinking about buying this bike

Owner wants 550€ but the price is negotiable

Actually no informations about the stem, seatpost or headset.

Is the price ok to start with or is it to high anyway?

Have to wait until next week to meet the guy who's selling it. But the bike is dwarf sized so there shouldn't be this much interest anyway haha
