I'm going to sound like a broken record and its just co-incidence that its a Cinelli, honest! but since you want steel and want to be able to run SS or fixed (most of the aforementioned OTP bikes are fixed only without drilling or adapters), I'd take a look at the Mash Work frameset.
I only suggest, as I'd quite like one and it popped into my head earlier... but might be hard to get hold of one.
