But the combined problem of hard to find French headset and a steerer cut too short may be an invitation for new forks (unless original ones are special/pantographed to match frame...)?

top part is approx. 25 by 13 cm. its jsut to carry my backpack; i already have a lage rack on the beater.

I havent been down to have a look yet but I think he means either the race doesnt quite make it all the way down the fork, or that it's too loose?! I told them to fit it as best they can anyway cus I'll photograph it and perhaps that'll be more helpful.

Could be you've a 27mm crown race and the fork takes a 26,4, or it could be that they do match but the crown race is worn out, loose and just needs replacing. It's unlikely that the fork (steel) has worn due to a previous crown race (aluminium) being installed incorrectly as the crown race would go first.

If the fork is short then as veLLo said that could be the larger problem. Isnt it one of the older Shimano headsets that had a very short stack? an old 105 iirc - they'll be available in 25x1 if required, otherwise french ebay has plenty of good options most of the time.

I'm picking the frame up in a minute and will ask them to tell me all you mention there to find out what he meant.

The headset is one in the attached pic and forks are shown in the first pic here...

And thanks @veLLo too! Ideally I want to avoid forks due to the bright pink frame but if I must then I will.
