R24 has a heavier pinned rim, not the sleeved R460 style one. The spokes on the R24 are not exactly as described, who knows what the R23 has. For the respective prices, the R24 looks like a bargain training wheel (yes, I bought some) but the R23 looks seriously overpriced, you'd be better off buying R24 wheels + R460 rims and doing a transplant.
