I don't know the builder. Maybe there is some wiseman here, who can recognize it (lugs, gara, painting style). Maybe the way that head tube is connected with top tube will add some valuable information to investigation. (See new pics at the end of the post).
I got it with another frame which is Atala Corsa GS with all engravings, decals and badge...and it is much easier to say it's original. I like Gara a bit more cause of the chromed lugs and build details but it's not my size. Atala fits me better so it stays. Btw anybody has Atala Corsa GS original fork from this catalog below?

Indeed. But any chromed fork will do the work.

I think you can never be sure if a frame is new unless you personally picked it up from the builder . Im not Ernesto to recognize it to the fullest, but im sure im putting NOS on it just the way anybody would do.
Repainted ? - could be...but i really doubt somebody changed dropouts and all. All threads are fresh. Paint signs inside the tubes (so no seatpost or headset was instaled).

These and the fact that i got it with a Deutsche mark price on it (in veeeery old brown paper protecting lugs etc ... plus the frame was all covered in spider webs) convinced me that it was just waiting in the warehouse.

It has some tiny signs of time (for example on chrome but you can deal with that).
Overall it really looks great as you see on pictures.

I made few other pics: dropouts, tube insides, head tube 2 top tube connection.
Im happy to hear other opinions about the builder at most!
