Yes, it allows you to adjust the clearance between the rear wheel and the seat tube to ensure that you get maximum aeroz advantage. Of course, you need to know what the optimum setting is, which is hard to know in the absence of wind tunnel time.

It's for getting the wheel in and out; with such tight cut-aways on the seat tube (in some extreme cases, just enough to fit the edge of credit card) you wouldn't be able to install/remove the rear wheel with vertical dropouts.
