Think I probably would've had a quick go on it and then put it back, perhaps the owner would've seen and would perhaps then learn the error in their ways.

I wonder why the owner hasn't been back for the frame?

It's stealing. If you're going to steal then you'll do it anyway, and probably won't get caught, but people on here won't back you up on it.

BTW would never have actually taken it. Was just wondering what happens to all the bikes that never get brought back. Do they get stolen or does the council take them if they're in ridiculously bad condition?

Many councils remove them, store them for a bit to make sure the owner doesn't wan't them, then either sell them or they sometimes have projects to renovate them and give them to worthy folk.

Things like that are great if you're popping into the corner shop to get milk in a normal town.
