You can't drive a 2CV in winter due to local laws, WTF?
Lots of folk in the UK complain about road fund license (car tax based on your engine size, or more recently emissions), but in reality most folk only pay about £200 a year for an average vehicle which is probably just about the cheapest in the world? We don't really have any other annual license fee's for vehicles (personal vehicles at least) so apart from fuel duty we really don't pay a lot.
Have a mate who lives in north west Germany, the industrial town/city he lives in has an extra tax on diesel vehicles, so despite the fact he really needs a diesel car as he does lots and lots of miles around Europe every year, he can't afford to tax one despite the fact he doesn't drive it much locally (10 min walk to work), mental.
Heard in the Netherlands you can pay a LOT for annual tax on a diesel car?
Same in sweden, diesel cars are about 1.75x the tax than a petrol. If your friend drives as much as you say, shouldn't the fuel savings make up the extra tax? It does here if you drive enough
