If it's reported to the police, and there's a witness, and there might be CCTV, and the driver can be sanctioned by the police of dangerous driving etc, then there's a chance your mate could also claim on their insurance.
In the absence of a solicitor I'd try to use the police to prove responsibility and then take it from there. Will be bloody tough, though.
