If there are nine sprockets, it'll be a cassette rather than a freewheel.
Assuming it's Shimano then 8, 9 & 10 speed all use the same freehub, but 11 is different. Contact HED to see if an 11 speed freehub is available and could be retro-fitted.
5700 is almost as good value as 5800.
What's the rear OLD? If it's 126mm then you might have an issue with the top sprocket fouling the chainstay.
It's possible that it being a 650 frame, might give you the same problem: I'm thinking of the chainstays being quite short.
