So long after the event it's impossible now to make any clear determination based on objective and verifiable evidence. The current Hillsborough enquiry shows that much, even in the face of immense political will.
So now, all that is left to make judgement on is the balance of probabilities. This in itself is pretty damning. I can't begin to imagine a scenario that could explain away so many incidents as coincidental that would hold some sense of credibility. Maybe the first could be an accident that sets off a pattern of behaviour and maybe, just maybe, the last, the only true coincidence. But the odds are far too long and its way too late to find out for sure. Even so, the one firm proof that does exist is that the risks were know and properly understood. So there remains a choice between criminality and negligence on a criminal scale.
Sadly our history is littered with tales and tragedies like this. People like Fletcher and Lucy keep them alive. It's grim telling but we should be grateful to them. They keep us from repeating the histories we might be more comfortable allowing to slip into the fog of time.
Storytellers, never underestimate their value to our world.
