Looks like a MOLLE pouch, it's a military standard for attaching pouches and all kinds of stuff to body armor and bags. They're popular with the tacticool / airsoft crowd, so they can be had for cheap from China:
I got a backpack with MOLLE webbing a couple weeks ago, I've ordered some pouches. I hope to receive them soon, will report on their quality.

Point me in the right direction?Freight Baggage also make a product called Road Soda which is rather nice, if it hasn't already been mentioned. Save on carriage/customs if a load of people want them.
