Chelsea's loan strategy is designed to help the club comply with FFP. It seems to be working better than Citeh's. It is a pity that the need to produce results means that Chelsea can bring fewer players through from their very successful youth programme. Clubs like Arsenal have an advantage as they are looking to balance books rather than win trophies.
