The big downside is that people will then pay more attention to their 'phone to see why it isn't working than concentrating on the road. So it'll just make things worse.
Also, does nothing for people reading/writing texts, it'll only affect them being sent/received.
Leaving a jammer switched on in your bag as you ride will also make it near impossible for anyone to call an ambulance/police if you are involved in any form of accident (which will probably be more likely for the above reason).
There are legal ones (although hard to obtain) that push out the right signal to put 'phones into the "emergency calls only" mode, but they cost £000's.
Might invest in one of those little boxes that causes interference for mobile singles. Bloke I saw on the train had one, anytime someone started to make a call he would turn it on, no signal until he turned it off. Quiet funny watching people trying to figure out what the hell was going on.
