Bar setup looks more legal there. The bend in the extensions means the riders wrists might not be any lower than the elbow - whereas the example on the last page would have the hands/wrists would lower, definitely.

festka do a lot of work with belt drive bikes, Like this one, so I wouldn't be surprised if that was what that odd thing is for.

the Katusha team one has ski bends which bring the wrists back up, whereas the velodrome one from the previous page does not.
