The seatstay angle adjustment is what it is, and welding the chainstay bit on surely saves loads of wasted metal and tooling.. imagine time taken to mill from 18mm steel plate!

festka do a lot of work with belt drive bikes, Like this one, so I wouldn't be surprised if that was what that odd thing is for.
