i think the steerer tube on the JIS is 30.0mm rather than ISO 30.2mm but the threads are the same..
But if that bike is anything to do with Raleigh they had their own sizes.. -

My late 80s / early 90s Super Galaxy was JIS - (originally fitted with a Hatta Swan headset) but I got it milled down to ISO by Brixton Cycles. Cost me £16 but then I wanted to use a particular headset with a rubber seal to the crown race.

I stand corrected (not for the first time): best get your calipers out!
But yes, Tange HS are good for the money (I like the Levin, which is about £20). Or there's the steel Stronglight A9 from Ribble for a tenner or so.

Is an old Dawes Galaxy more likely to be jis or iso headset or could it be either?
