Middle part of a downtube doesn't see a whole lot of things going on, its usually pretty much just in simple strain. Depending how exotic the frame material is whether i'd ride it or not, if its pretty beefy then I'd ride it but check on it once a week, if its mad light and felt like it was barely strong enough to hold itself up in the first place then you have your answer.
This type of failed theft damage really pisses me off and I'm seeing more and more of it.
