I've had a 33t 4-bolt steel Surly ring on my singlespeed Inbred for about two years now, it's still going strong.
I could put my engineer's hat on and come up with some numbers but I think my personal opinion is that they are 'stiff enough', and any folding is probably attributable to user error (funny chainline, incorrect/loose chainring bolts, previously bending it in a crash and not noticing).
Are the Surly rings prone to folding?
I've recently fitted one (38t, 130bcd).
