I think a 0 degree stem would effectively give you a rise (on any bike where the HT angle was under 90deg (i.e. all of them)).
You need a 17 degree stem to make your stem flat. I think 17 is a standard because most HT angles are about 73 degrees so they add up to 90 degrees. This picture explains it a lot better than this fucked up explanation:
