For <£40 to be seen, I'd go with Moon Crescents. Can't find a shop with good discounts both ends but these two yield a pair for £32, leaving plenty in the budget to add a 2-port USB charging plug.

There must be hundreds of options for the following criteria, any real-world reccommendations greatly appreciated...
Partner is looking to get her mum a set of bike lights. Spend is up to about £40, lights will be used occasionally in relatively quite, small market town-type area. Not too much traffic around where she lives and I doubt she'll be riding much when it's properly dark.
