It's a massively tall order but with internal cable routing and some brake mount trickery I think it might work.
I actually didn't think of swapouts but they look perfect. I was planning to use track ends with a removable mech hanger so when the wheel is slammed I can just about get a 28c in and use the brake bridge for road brakes but have clearance for 35+ mudguard when all the way back in the track ends.
I've given it quite a bit of thought but still need to give it a whole lot more, will start a build thread with the cad drawings pretty soon.
Edit: I mainly want mini Vs for CX but would also like provisions for discs when what I want inevitably changes.
So you want a track legal, gravel, cx, road and touring bike with clearances for fat tyres for the odd trip to swinley?
Re brakes, you could get swap out drop outs on the back with disc tabs and gear hanger, and a spare pair of forks. This could give you adjustable chainstay length too.
