No it does because google play services is queried by all your apps for location. If you turn off location it doesn't run.
Another thing to consider is that if you kill 2℅ more battery every hour over 15 hours that adds up to a significantly shorter run time.
Getting good battery is about saving percent every hour while the phone is sleeping.
Turn location on for a day and off. Then look where google play services resides on your battery drain.
