i don't know the reason that that bike was built without rake.... if indeed there is no rake... which appears to be the case.
but the facts remain. if you have any HA. you need some amount of rake if you want to build a bike that has a neutral handling point of going straight.
the only HA that would technically tolerate zero rake is a 90 degree HA. But honestly that like diving by zero.

the frame was built as a trick frame by Bob Jackson, I agree a very misguided attempt by them to cash in on the fgfs market when it was booming.
however, I did own the frame for about 4 years, and it handles very well and the forks are completely straight and the headtube is slightly slacker than normal. so what i said stands

Some track only bikes have had zero rake forks in the past with no eye towards doing tricks.
