The obvious solution, which will come soon, is that there's a further amendment to the Royal Parks Act to make it clear that the 20mph speed limit does apply to bicycles.
I never get clocked for speed coming down Sawyer's Hill because I do anti-clockwise laps. The Police rarely hang out at the bottom of Broomfield Hill as the twisty road makes it a less safe place to stop people than the gentle run off after Sawyer's.
