What about FPN's? Aren't they a fine issued by cops?

An FPN is something you can accept instead of going to court - it's only a fine if you don't pay it, and then have a fine imposed by the court, following a successful conviction.

You accept and pay. So it's a fine.

Same as the BBC licence fee is just another 'tax'.
