Not entirely certain on the ins/outs of frame building and it's basic equipment (and a very simple view of this) but... if you don't have a tube bender to fashion your own unicrown legs, you'll need to buy them them and possibly compromise on strength/weight/clearance based on what's available from your tubing supplier. With the segmented fork, you design them to whatever spec you want with just a hole cutter.
I'd guess that's the logic behind building them that way - how they ride, I have no idea!
