It's going to attract attention no matter when it is released. As Cookson said last week, "if you open a can of worms, expect worms."*
At least it's not coming out the week before the Tour starts, which is the traditional date for a major doping scandal to erupt.
*It's not clear if he was explicitly referring to Vino or not.

The UCI have just said the CIRC report will be released on Monday.
