Hi, that is some rather unspecific description of the builder There were many who had some kind of career as professional cyclist before turning framebuilder back in the day.
The lugs look pretty standard and the chainstay bridge was often omitted to reduce wheel base.
To me it seems to have been repainted. Maybe if you very carefully remove the top layer of paint the original decals are still there.
