They have opened a dispute but when i click on it, it just takes me to the login for German ebay so i can't respond??

Im sure I've logged into ebay.com with my ebay.co.uk details so might work the same?
When you say "...but when I click on it.." where are you clicking on the dispute from?
If you are clicking on it in the resolution centre while logged in and it's asking you to sign into german ebay and you can't get any further then I'd contact ebay customer services. I've used the live chat and the call back thing for a few problems and always found them pretty helpful.

Have they opened the dispute as 'item not received' or 'item not as described'?
Is it a paypal disute or an ebay one?
If ebay, you should just work through the resolution centre and shouldn't matter where their account is registered.
Would have thought Paypal would work similarly.
Get in touch with customer services for whichever it is through if you are having issues resolving it because of the German thing, they are there to help.
