"Might not be stolen", is below the level of certainty that most decent people need before buying second hand bike parts. Any seller unwilling or able to do better than that should be treated with caution.

Or to look at it another way..... He's happy to buy goods that might NOT be stolen. Ever thought of that? Do one? Lol sounds like you're from up north.
