I am in the middle of a similar process. Having to decide on carbon forks for an all road race, but not wanting 44mm or tapered.
I have just ordered these:

Crown diameter is ø45mm and should be good with a FSA Orbit MX headset. You will have to live with it being a bit 'batman' though... If it doesn't work out for me I will go with either Columbus Minimal or Enve 2.0, but these are way over my budget right now.
I don not trust the drawings provided by seller, but if they hold true then the forks can take 28c easily... I have redrawn in cad software and scaled it to full scale and implemented them in my layout.
