Re sizing -it is a very personal area - a frame can be adjusted by putting the seat back and adding a longer stem and adjusting seat height -within reason.
I've ridden everything from 51cm to 57cm and got on well with them all (6')
I would think a 53 standard would be fine as you can have a lower seat height (or as high as you wish ) and then a slightly longer stem. Obviously with a larger frame you may not be able to lower seat height enough - so it's easier to make a smaller frame more expansive than the other way round.
