You've got it spot on in the first paragraph: this is to be a summer road bike, with clearance for 28mm tyres. My own preference is for all-steel, but I may wish go for crabon on the fork in the future, hence choosing the fork dims based on an Enve. The idea of tapered steerer is an intriguing one; I know that I don't need it (my Caad10 had a straight steerer and was more than stiff enough) but I'm still considering it.
Ultimately I do know what I want from the bike; it's basically captured in the Rychtarski I posted on the first page! I'm still enjoying hearing people's thoughts though; sometimes it inspires (e.g. text under the DT), and if I don't agree then it reinforces my own preference (e.g. discs).

That sound perfect, I also 1+ on tapered steerer and carbon fork, you already got a standard steel bike as it is, description sound very much like the Genesis Volare;
Speaking of tyres, I highly recommend the Challenge Strada Bianca, fantastic light fast rolling tyres, although 30mm is the max for standard road calipers, I'll have to see how it fit on my Genesis Volare once I get it.

I think that ultimately it seems like you know what you want from this bike and that is to be an out and out summer road bike. If I were building a custom summer road bike, I'd without a doubt go for 853/953 along with a tapered head tube and Enve forks but those would probably be my only main requirements. Along with clearances for 28c tyres.
However if I was building a custom bike, that's not what I'd do.
If I was going custom I'd basically get an Indy Fab Club Racer with 1/18th steel forks that had clearances for 28c tyres/guards/rando rack mounts.
Ignoring the entire build other than the frame, this is basically what I'd build. Including the choice of brakes. I like discs, I really do, but I think I'll save them for a touring bike/mountain bike.
Edit, have only just realised that has carbon tubes above. Ignore the carbon tubes too.
