Quite right. I've long wondered what the point is of sticking cobbled sections in if everyone then rides on the footway. There was a controversy at last year's KBK, wasn't there?

The rules say they're no allowed to, they do anyway, and nothing is done.

They're quite likely fined for doing it. The fine is small and the team pays the fine. No problemo.

Apparently they can ride off the road, and Stannard only stayed on the cobbles because he missed a move (http://inrng.com/2015/03/you-can-ride-off-road/)
