Switching forks would work perfectly if the forks had identical measurements. If they're different measurements it could work but would change the characteristics of the bike.
I have a winter bike so dunno if you missed that? This is to be a road bike, and mudguards are not an essential part of the brief.
Edit: I am assuming a 700x28 will fit under an enve 2.0, but if you know otherwise please say!
How come you're basing the steel fork choice on a fork that won't fit a 28mm tyre (or 25mm + gaurds)?
Is it going to make much difference having a slighty higher/lower crown if you switch forks?
Or have I missed something?
