Have you figured the mudguards into your toe-overlap calculation?
I'd configure this bike for two sets of wheels - 650b/32c/mudguards and 700c/25c/no-guards.
I reckon you'd get both in the same fork without a problem, and of course with disc brakes there would be zero issue swapping between the wheelsets.
My girlfriend bike was intended to be this, until the overall wheel weight is slightly less than the 700c option so not much point in putting 700c on.
