Might be a bit late to the discussion but have you looked at Velo Orange Grand Cru brake calipers. These are long reach but very powerful.They will give you clearance for 28mm tyres and guards without issue. I have found them more powerful and better modulation than my short reach campag dual pivots (can't comment on modern day shimano efforts). Short reach brakes are a more of a squeeze with 28mm tyres but doable with the right profile of mudguard.
