I locked my bike to one of those on St john St recently - busy afternoon, all other stands were taken, so I was a bit suspicious as to why that one was free. After locking up to it i gave the hoop a wiggle - it just lifted straight out of the plant base.
I assume the hoop was originally welded to the planter, but having been underground for some time the welds had failed.

We are getting a few of these in Levy soon, not as secure as a proper sheffield stand but have blueberries planted in them so a fair bit prettier, even has a little bit of advice on how to lock on the side.
