You don't even need to change the fork. I present @36x18 's old surley pacer as an example:
I stand corrected then.
I do think though that finding a workshop/mechanic to cut a thread into an unthreaded steerer might be a mission. I know many will extend the threading on an already threaded steerer but believe few are willing to cut an entirely new thread.
