Sometimes Compact-Frames in a very bad state are offered on the bay or other marketplaces. They are a good solution to get the very rare spare Parts: Dropouts, Fork and the rubber Hoods for the brakecable.
Otherwise you must visit Gios in Italy and buy them there, the rubber grommits are 30,-€ the pair, the dropouts I dont know.
Maybe the "other" Gios Company offers these ends too and you can order them at a local bikeshop which is distribution partner of them...
