I want to get a stem drilled for cyclocross, so I can run a lower stack, a la this:
Is that a basic job for any mechanic or would I need a frame builder? If so, where would do it good and cheap?

I can't run without the spacer, as I wouldn't have space to run the cable into the hanger.

In regards to the road circuit legality - last time i took the fixed around (in an open session) no one even looked at my bike. Bar ends yes, but rear brake not essential I'd say. Although that fluro nag would attract attention.

my spacers are too wide to look nice. Or there are variable spacer size?
I'm picking up my thin-walled spacers from the anodiser in the morning, they are for sale in my stem cap thread

You could run a longer cable over the top of the stem and have the hanger off-centre, this should let you get rid of the spacer.
But fork mounted hanger is better (less judder) unless your fork isn't drilled.

ridden round the velopark circuit a fair bit this year. seen a few people riding fixed. can't imagine anyone gives a monkeys about the braking situation right now. when it gets overran with civilians in the warmer months then that might change.

Ach ive never minded the thomson lay back and can always replace w a more discreet layback if needed. I know this works for me so just kept it plus it's a parts box build currently.
Mudguards were ordered in the wrong size so they're going to be a later addition. Running fixed for the time being, discs etc come when the knees can't handle it ;) -

Not so much a project but just ordered some nice Mack track hubs in a Silver, semi-matt (satin?) finish - possibly overkill, and more spendy than necessary but I can't wait! Will be going into a proper old fashioned wheelset. CD Open Pro's - outdated but I've always liked them.

got me a stepped drill bit for enlarging the brake caliper hole on the alan stay bridge, so far so good with the softly softly approach, just had a battery fail on the makita , so self machining fun will be continued another time

^yup, Dynamo hub. Debating what wheels and need to save up for them but wanted the f&f ready for any eventuality as getting it sorted after would just be difficult and expensive.
