Curious, I assumed it was to stop a clamp from slipping?
Yes. Probably. I've only seen them on the top of the down tube sometimes in nice shapes like hearts.
You'll obvs need some sort of band-on cable guide now. Or you might be able to get some stops braze on, although that would quickly add up.
Correct, I have one on my 70's cos Eagle, it hold the clamp on shifters in place, you'll need a set of clamps too, these frames were never made for brifters.
