They did seem to be pulling over dodgy cars with younger drivers earlier opposite my office in Grosvenor Place, though they had security signs up and armed police. They do that here a lot.
There is still a ratty old VW parked there with 'Police Aware' on it which I assume probably wasn't taxed.

Saw someone get pulled over on Lambeth Bridge today seemingly just for having a Belgian registration. Seemed harsh.

From Tower Hamlets Wheelers;
The police will be conducting Operation Safeway again this October- it happens annually.
Safeway is all about the identified increase in accidents at this time of year. There will be a high visibility presence for the month at some major junctions during rush hour - mainly A11 for Tower Hamlets.
They'll be picking up on offences from all road users but for cyclists they will be looking at not having lights (dusk-dawn), and jumping red lights.
Some police might give a lecture about wearing a helmet (even though you are not required to wear one by law) - useful response here:

Ugh I can't wait to waste time explaining that it's not up to me to wear neon so that I'm seen, and that it's not my fault if I get hit whilst not wearing a helmet.

I remember seeing this last year. In the mornings they appeared to be at the Manor House junction where you pretty much never see problems.
On the other hand, I was sat outside a pub on Hampstead Road for half an hour and they managed to pull over loads of cyclists without lights.
