I'm a little suprised that it hasn't been noticed that the top sprocket here is actually a 15, not a 14 as stated. Looking at the unused thread projecting beyond that 15, I'd say this is (or rather was) a 13 up seven block, and the 13 and 14 sprockets are missing.
I'm sure Rik VL is right about the 'wingy' edges of the teeth suggesting Maillard. I think it's worth mentioning that the reduced thickness of the back edge of the teeth make these rather fragile - I have had to scrap one of these blocks because a single tooth was chipped and this caused the chain to jump on that sprocket. In olden days there would have been spares available, but not any more.
Now that screw on blocks are becoming scarce (and potentially expensive) it's worth remembering that a freewheel of this type might have seemed to be in near new condition when you bought it, but may turn out to be useless.

You're right it's a 7-speed freewheel with 2 sprockets missing and would originally have looked a bit like this
Which happens to be a 12-up 7speed maillard I'm selling on Ebay at the mo!
