There are more vittorias that fit your description but those ones are dirt cheap on PX (or at least they were).

Any suggestions for a 38mm tyre?
Not too heavy, good puncture protection, with black sidewalls, 700c.
Currently run 32mm paselas, any bigger and all I can find are tan wall.
