Apart from the stickers on the backs of vehicles, or are they not government funded?

He's talking about a proper campaigns, like they have in Spain where they show an advert of how to overtake cyclists, lots of proper roadsign incidating this etc.

What did the British do? put a small sticker on the back of professional vehicles.
