What type/brand of bars are these?
( Possibly a NITTO B123? )

they are. you're right. it's a 26mm clamp diameter bars.

Hard to say but I think the drop is bigger on 123s. They look like Nitto 125 to me. And the clamp is 25.4 on both the 123 and 125.

So, it might be a Nitto or possibly a generic copy?

I know that velodromeshop.net are selling a B123 in a 26mm
